Description
When adding related issues it would be very helpful to have a drop down list of existing issues, possibly filtered by status, age, author, etc.

- Category set to UI
- Status changed from New to Closed
- Resolution set to Duplicate
A drop down is not approriate when there are hundreds of issues.
So I close this ticket as a dup of #3170.
