in #589 there was the fix implemented to allow users to decide.
So here a user can decide on his own to change the behavior on ordering/sorting the notes in issues.
This is good, but new users often do not know what this configuration means. So as a admin I would like to define the defaults for it. So a setting entry in /redmine/settings?tab=display would be great
