Description
A user can add issues without being assigned to a project. That is a specific project allows public issues to be posted
This is good for an intranet environment where employees can track IT related problems throughout the group.

As of rev 674, you can allow non member user to submit issues
on public projects.
Go to 'Admin -> Roles & Permissions -> Non member'
and check 'add issues'.
