Description
When an admin gives a role the ability to add documents but not view them, Redmine shows a 403 page when adding a document (even though the document was added along with any attachments). This should instead redirect to the original page. Also, Redmine does not show the documents link when unable to view documents, but it does allow the addition of them via the + link.
