Description
Pretty self-explanatory. Add a mail notification for when a user creates a new News item.
The contents of the notification should contain the entire item, and a link to where users can comment on the item.

This notification is disabled by default. You can enable it by
checking 'News added' on 'Admin -> Mail notifications'
