Per project and per user mail notification options

Description
It would be great if mail notification could be made more granular so that a user could select whether they want
notifications on for a given project.
This may lead to other necessary changes such as a permission as to whether a user is allowed to change their mail
notification preference on a given projec.t
Even per project notifications (same as in Administrator, but in each project) would be a big help.
For instance:
We have some 20 redMine projects and some of these projects have everyone as members, for example a "Purchases"
project, where anyone can make a purchase request. In practice only 2 out 15 employees make 90% of the purchase requests,
so a lot of email is generated as those requests make there way through the workflow that is not relevant to most of
the members.
We could of course make a subproject of "less frequent" purchasers, but we are trying to keep the number of
projects in check. All ready we are needing to make "more privileged" super-projects and "less
privileged" sub-projects so that we can keep certain IP segregated.

Hi,
r855 should do what you need:
More flexible mail notifications settings at user level. A userhas now 3 options:
- notification on any event on all his projects
- notification on any event on selected projects only (if the
user belongs to more than 1 project) - notification only for things that he watches or he is involded
in (eg. issues that he watches or he is author or assignee)
