Add user mention feature in quotes

Description
Previously, quoted messages displayed the author name as plain text.
This patch modifies the quoting behavior to prepend "@" to the author's login name. As a result, the author is automatically mentioned in the quote.

Due to the patch file being encoded in UTF-16 LE, I have converted it to UTF-8. Sorry.
