Referencing issues in commit messages needs extra action

Description

When I reference an issue in a SVN checkin, I would like to be able to define where that bug goes. Our workflow is as follows:

1) Checking and refer to the issue # in the checkin comment (which will mark as Resolved, and mark as 100% done)
2) Go see the bug and wait for the link to the repository checkin shows up in the issue.
3) Assign the issue to the person that created the issue.

It would be nice if we could configure the behavior to do step # 3.

Running Redmine 0.8.7, SVN 1.6.6. Not sure about the rest. We are hosted at SourceRepo.com.
