Reorderable priorities

Description

Right now the order you make the priority enumeration in is the order they exist. If I want to add a new priority somewhere
in the middle I have to add it to the end and then rename all of the priorities and move all the issues, without batch
edits!

So it really needs to have a way of inserting and reordering the priorities, as well as specifying a default priority.

Okay, it looks to be in r801, but I can't get r801 to work on
a fresh install.
Generic "can't start rails application" error with
nothing in the logs...
