Current user should not receive emails on issue change

Description
When I create/modify an issue, I already know about it, so I should not receive an email. It overfills the mailbox and
makes issues changed by others less noticeable. The message should be sent to everyone but me.
(same as in Bugzilla)

Done in r899.
There is now an option on 'My account'.
Just check this: 'I don't want to be notified of changes that
I make myself' and it will work as you wish (not only for issues
but news, documents... as well).
