Allow adding a "following issue"

Description
Problem¶
When creating requesting a feature, it often arise that the problem has to be broken into sub-tasks. When this happens, we create multiple issues which follow each other.
This requires issue creation and then adding the "follows" information manually where the other issue is to be referred by it's number. This is both cumbersome and error prone.
Solution (wish...)¶
When viewing an issue, add a "New following issue" link which would create an issue which is already flagged as following the viewed one
