This addition to the Feature #337
It is very necessary, that there was a possibility to correct access of users so:

1. If the user is added in the project of adjustment / participants, but not Assigned to in issue he can see the description in the task list and open a issue, as now.
2. And if the Assigned to issue, it becomes invisible in the issues list and a detail of a issue with comments, all users, and visible only to the executor (or to executors if it is a lot of them) both to the observer, and the manager. Other users it does not see.

It is necessary because often it is necessary to write passwords and logins in the problem and other confidential information.
