The basic problem is sharing elements of information among projects in the tree. Such elements include members (#5605), but also issue categories and other items. I noticed a simple and elegant implementation of this in the versions setting: we add a "sharing" list box to each item that can be shared with the same options as in the sharing item of versions: with sub-projects, with project tree, with all hierarchy and not shared.
