I am using a german Language Setup

number:

1. Default format for numbers
   format:
   separator: ','
   delimiter: '.'
   precision: 2

and

general_csv_decimal_separator: ','

(Like changed in #2131 )

The following problem occured:
When you export a CSV from your time entries
( <your redmine>/projects/<your project>/time_entries ) all times are written with ",".
If you export a CSV from a time report ( <your redmine>/projects/<your project>/time_entries/report ) all times are written with a "."

I guess that the report is not considering the language dependend seperators but could not look inside the code right.
All i know is that the seperators should be the same for time values, no matter if you export them in the details or the report.
