outbound emails don't have 'To' header

hi

I have just installed redmine and configured emails. I can send emails from redmine. I received an 'account activation request' but there is no To: header in this email?? Any idea how to fix that?

I want to create a label in gmail but I cannot distinguish between admin's and my personal emails that are sent from redmine as there is no To: header

I believe in the email settings page, there is a choice to send as BCC is checked as default. That may be what your asking for?
