ticket tracking

hi,

i am really intrested in redmine as we want to change our lotus notes system.
what i cannot find is a feature to have ticket tracking.

i can create projects and issues, but is it possible to have something that our administrator can create ticket that doesnt belong to any project?
and user will see this on his dashboard.
so, project/issues is working nice.
what i need is to have ticket system...

Create a project with whatever name you like, you will then have a ticket system :-)

it could be a solution.
but if i receive a call for a support and i want to assign this call to a group or a person....

it would be great to have ticket system. something like issues but not 'under' projects.
