Change an svn url for an existing project withoutmessing up or having to re-fetch changesets

Is there an easy way to perform a proverbial "svn rellocate" on Remdine?

Re-fetching changesets has a very bad side effect of re-opening all closed issues.

Is there a way to facilitate such changes in the future?
Do any users have success stories using the advantages of git-svn, cloning or mirroring repositories specifically related to supporting repository url changes?

So I changed the url and root_url fields in the repositories table in the redmine database directly to what I needed. This had the desired effect.
