Possibility for a manager to create users for his projects.

Hi everyone,

Is it possible for a manager to create a user for a projects that he manages?

As far as I know it's not. The user has to register himself or has to be created by an administrator before the manager can pull that user into a project. In my current installation I don't see a role that allows to grant any "add user" permissions to anybody else than the administrator.
