What is the limit on Number of users for a project who can use this tool

What is the maximum limit on the number of users who can use this PM tool for a particular project ?

There is no artificial limit in terms of code so it rather boils down to how easily you think you can administrate a project with loads of users and if you have a server that can support them (Although you do not need a monster server just for redmine).

Experiment and have a go. There are hosted redmine solutions so they must have to support many many users.
