Attached patch with some comment don't use UTF-8 by default

When I attach a pacth to a bug and this file contains some comments with not ASCII char (for example "à"), Redmine display it in not UTF-8 format with classical "diamond" in place.
I can force redmine to display some file with specifically extension (dor example *.diff, *.patch) in UTF-8 mode?
