Cannot log-in to Subversion svn hosted on ubuntu 10.04 with redmine

Hello all, let me describe what I am experiencing.
If I got to a browser and type https://my.website.com/path/to/repository, I am prompted for a user name and password. No user name or password combination will allow access to this repository. I have implemented it as per: http://www.redmine.org/projects/redmine/wiki/Repositories_access_control_with_apache_mod_dav_svn_and_mod_perl
If I try to connect to the repository locally on the machine, I am asked for a username and password, once again no combination will work. Trying to connect to the server remotely via a client like tortoisesvn shows the same error.
Any ideas on what's going on? Also, where can I find the log files? Aside from apache's logs, I've not been able to find much in the way of logging.

I have concluded that the error must be in the authentication process used by redmine. If I use a standard linux environment username/password authentication procedure, I am able to connect to the repository. When I use redmine authentication, I am continually prompted for a username and password. I've had a look at the production.log, apache's access and error logs, and have enabled general logging in mysql. Does anyone have an idea why I am continually asked for a username and password?
