How to use the private issue flag?

Maybe I'm too stupid, but I cannot find a setting (at users or roles) which contol the usage of the "private issue" flag. If I set an issue as private, who can see it and who not?

If you look into Administration/Roles&Rights you can set for each Role the permission to
mark own or all issues as 'private'. You can also choose for each role if it can see 'all issues' or only 'all public issues' or only his/her own issues (this right at the top above the permission settings).

Thanks Peter,
Now I see it. You mean the "Issues visibility" select box with 3 values, right?
- All issues
- All non private issues
- Issues created by or assigned to the user

So it is possible to set the private flag to issues regarding only to developers (and all developers) but not "external viewers" i.e. customers? This is what I'm looking for.

But one hint to the redmine team: I checked the "permission report" page for the visibility value, but it is not displayed there? Should be I guess.

Exactly, you would allow the role 'developer' to see 'all tickets', and the role 'customer' to only see his own and public tickets. You can further have two projects, one where customers are in different 'roles' with different permission and then have some 'auditor' to review and audit/edit the entries before moving them to the other project. This way you can make sure no unwanted 'tickets' enter the database or are at least marked 'private' if necessary.
