RubyGems , Rack versions

Hello,
I am running Ruby 1.8.7 p302 / Rails 2.3.14 / RubyGems 1.3.7 / Redmine 1.3.0 / mongrel 1.1.5 / Apache 2.2.x. The installation runs 16 months already without any problems. Today I see that the last RubyGems version is 1.8.12. So, my RubyGems 1.3.7 is year and half old.
I wonder now, is it safe to upgrade RubyGems to a newer/last version?
What will happen when Redmine 1.4.x is released? Do Redmine 1.4.0 need Ruby 1.9.2 or will run on the old Ruby 1.8.7? The same question about RubyGems - should I upgrade it? Also about rack. Are the newest versions compatible with Redmine 1.3.x and what about 1.4.x ?
