Split/2-pane View - List at the top, Details at the bottom

Wanted to post here for feedback on whether anyone knows of a plugin or such that would implement a split (2-pane) view.
The top pane will be the regular "Issues" list.
The bottom pane would be the issue Detail view.
The bottom pane would be linked to the currently selected issue in the top List pane.
Navigating in the top pane with keyboard arrow keys support would be bonus.
(Think of your favorite mail client, like Thunderbird)
(Extra, extra bonus for the left tree nav with Projects and Saved Queries.)
That would be a UI I'd also like to see, but I'm not aware that something like already exists :-/
