How to create Users can view all issues?

Hi All!

I want create users can view all issues on all project(Don't need permission edit issues or Projects). But I don't want use admin account Because It's risk.

Add a role that has view permissions on issues and give users this role for all projects.

But i have many project and sub-project, it's to hard when add users to all project.
