Automatically rearrange dates of tasks and projects

Hello,
We are going to run PM aplication in our company. Becouse I'm open source fan I want to implement redmine. My managment require, that PM should have a feature to rearrange dates of task and procjects automatically when new, unexpected project (or task) occur.

For example, we have project "A" (planed for whole January 2014) and project B (planed for whole February 2014). Suddenly we get project C and it has to be done in February 2014 so we have to move project B (or although receive an information that other project is in conflict).

It also should work like that: we close parent issue -> all child issues are closed.

I hope that it's understandable, because my english is not so good.
