I need help from the masters on how to install redmine 2.5.0 on windows 7 Ultimate ..

Have you tried the wiki guide? There are some notes for windows at the bottom.

There is a pre-packaged Redmine 2.3 install, however you can easily use the template for a Ruby application and just drop in the latest version instead.

I have this working nicely on both Windows 7 (development) and Server 2012 (production).
