there is Resource Management for Easy Redmine:

You can explore the features and if it suits you, you can either upgrade to Easy Redmine (https://www.easyredmine.com/) or wait a bit - soon this solution will be for Redmine as well.

why are there no task for this feature in the list of actions planned in the roadmap (http://www.redmine.org/projects/redmine/roadmap?utf8=%E2%9C%93&tracker_ids[]=2) ?

I guess because it's not part of the core functionality of this open source product...

But the API is open, anyone could write a plugin for redmine (please, for 3.2.0!!!) - I would even buy a license (like for RedmineCRM) - if anyone already has the knowledge of the API and stumpbles over this thread!
