Watcher not notified even if member of project

Hi, I have an issue, which was recommended to be answered in forum. So, please, if anyone know the answer...
A user (lets call it John), who is a member of a particular project, is added as a watcher to a certain issue by another user (lets call this Paul).
Paul is a creator of the issue. John and Paul are members of the project with different roles. John is the watcher.
And problem, I have experienced, is, that John gets no notification, when status of the issue changes. John has no access to that issue, even if having direct URL (leads to 403 error).
The project is not public. Notification for the system and all users is set properly to 'all I am involved in'.
What id wrong with the setup or the way, I am using it?

Here is what I have checked before creating new ticket:
  1. It is not the same problem as in #21260.
  2. It is much more like patch #16133, which I agree with (The proposed watchers on the new issue form should be able to at least view issues. Otherwise it would not make sense to add them as watchers.) And I also add: even if the watcher IS member of the project!?!
  3. It might by more like feature #13512, but I would not say it is a feature request, because the feature 'to add a watcher' is already there, but the watcher may not see the watched issue :-(

Patch #14318 could be the right solution, but it does not make sense completely to use new role permission for this, as a watcher should watch (read) only not depending on his roles in project.

I have also tested all possible configuration options. However, without any success. I still do not understand, what is it good for to give someone a chance to be a watcher, when his role gives no permission to a given issue.
