Is author always assignable even if author's role is not assignable?

I have a project that is public. I auto-create users the first time I see an email from them. So, they start out as Non-Members. I notice that the author always appears in the Assignee list, which surprised me. If I then give the author a role on which I have NOT enabled "Issues can be assigned to this role", I STILL can assign the ticket to the author. This also surprised me.

Is there a way to configure Redmine such that the author doesn't automatically get added to the assignee list?
