How to set for all users a wikipage as default?

Using Turnkey Redmine 3 on Hyper-V with 4 GB RAM.
I learned how to install Plugins the hard way.

For Homepage, Administraton -> settings

I presume you mean "Administration".

Either way, where exactly is it to be found? What is the URL?
