Activity cannot be blank when setting spent time

I want to change the spent hours in an issue, but when I try to save the changes I get the message 'Activity cannot be blank'.

Is it compulsory to select an activity when we indicate the spent time.Is it possible to make the activity field an optional value?

It's compulsory, but you can choose a default value for time entries' activities in Administration > Enumerations > Activities (time tracking)
