In the status drop down list few issue statuses are missing

We recently upgraded redmine from 3.2.1 to 4.0.4.
The status drop down list does not display all the statuses for few issues.

I will take up an example to explain the problem I am facing:

We have a project named explore.
Consider we have 5 issues under explore : e1, e2, e3, e4, e5 and the following are the statuses added under issue status available under administrator option : new, plan, execute, test, deploy, maintenance.

In e1 -> status drop down has all the statuses i.e the following status : new, plan, execute, test, deploy, maintenance.
In e2 -> status drop down has few statuses : new, plan, execute only
In e3 -> status drop down has few statuses : new, plan, execute only
In e4 -> status drop down has all the statuses i.e the following status : new, plan, execute, test, deploy, maintenance.
In e5 -> status drop down has few statuses : new, plan, execute only

I tried all permutations and combinations in workflows, nothing helped resolve this issue.

Do those issues have subtasks? An issue which has open subtasks cannot be closed since Redmine 3.4.

Thank you Go MAEDA for your response.
Those issues have subtasks. I closed the subtasks and then the other statues popped up in the list.
Your response helped me know why redmine was behaving the way it did.

My issue has resolved.
