Deploying Redmine to Azure App Services

Hi there Redmine lovers
Has anyone managed to deploy it to Azure App Services (PaaS)? I have created managed instance of MySql under "Azure Database for MySQL servers". I then tried to deploy Redmine from the docker image I found on the docker hub. I can't find a way to point Redmine to the MySql instance I created. The App Services wizard asks for Startup Command for the Docker image. Is there a way to tell docker image what database it needs to use through the Startup Command?
If I leave "Startup Command" blank, the Docker image will deploy and I can access the website but I think it is using SQLite3 database instead.
