The symbol "#" does not exist at URL ISSUE

When I want to open a new ISSUE, after entering the necessary information, pressing the CREATE button, the URL falls into error. When I review the URL, I see "https://<hostname-FQDN>/issues/3". And the URL falls into error as such. When I change the URL to "https: // <hostname-FQDN>/issues/#3", the URL works and the page comes up. Problem is that the URL works when I put a "#" sign in front of the ISSUE number in the triggered URL.
I would be glad if you could support for the solution of the problem.

Plain Redmine does not use URLs like '/issues/#3'. Maybe some plugin causes the issue and uninstalling it will resolve the error.
