Suggestion: finetuned Admin permissions for users

Currently, Redmine has a single admin permissiont that's all or nothing. Users who are flagged as Administrators can do EVERYTHING, including plugin configuration and site settings.

We'd like to be able to finetune admin permissions. E.g. some admin users can only create users and groups, while others can only create Custom Fields and modify workflows.

Is there any plan in sight to support this, or should we build a plugin for it?

Sorry never heard before about plans for such a thing. Try to find some commercial plugin, i see some similar in the past about enanced permissions (not sure).
