MariaDB v11.4.3 is not available on win2022?

Not long ago, I deployed Redmine v5.1.3 on Windows 11, deployed using DB MariaDB v11.4.3, and migrated the deployed files to Windows 10, there is no problem.
When preparing to authenticate again on win2022, MariaDB v11.4.3 will display error of "db: 'unconnected' user: 'unauthenticated' host: 'xxx'", which I initially judged should be caused by the compatibility problem between MariaDB v11.4.3 and win2022, or the failure to deploy windows patches, so I downgraded the version of MariaDB to v11.2.5 and found that it can run normally.
If your guys have any constructive comments, please pay attention.
After verification, the server is normal, but 'mysql.exe' cannot be used. As an alternative, you can import and export data through phpmyadmin.
