"Revisions" vs. "Changes" in repository statistics?

I don't fully understand the difference between "revisions" and "changes" when viewing the repository statistics page.

Revisions make sense (any Subversion commit results in a new revision), but what is considered a change? Is this referring to the total number of files affected?

I'd guessed it was individual file changes but who know?
