"Assigned to" list box blank after upgrading from 0.5 to 0.7.2

I upgraded from .5 to .7.2 looks like everything went fine except for the issues. When creating or editing an issue the Assign to: listbox is empty. Thought that it may be something with existing users, added new user still blank.

Also tried to remove and reassign members to project, still blank.

Typical case of RTFM. In the Redmine guide under upgradeing it says to
6. Start the application and go to "Admin -> Roles & permissions" to check/set permissions for the new features, if any.

The Developer role was not checked for:
"Issues can be assigned to this role"
