Best way to rename a tab

I would like to Forums to Discussion for better user acceptable of Redmine. What would the best way of doing this? Editing lib/redmine.rb? Or would a basic plugin be better?

The easiest would be to edit the language file(s) in config/locale/ as needed, the cleanest would be to make a plugin with these translations to override the stock ones and not be bothered by upcoming updates :-)

Thanks for the advice. Since I have not made a plugin before is there a sample plugin that I could use as a basis of mine?
