How to ban user (role1 in the project) to assign issue to the other user (role2 in the project)?

I need to create special workflow in one project.
Created task in the New status can be assigned only to only one role. This role can shange NEW status to other status and assign this to only one other role.
I can't understand how to do this, my users can assign an issue to any role which have the permission to be assigned.
Please help)))

I'm sorry but I think this is currently not possible.

Maybe there are some other methods for solving such problems? For example, how you define that bugs must first be verified by testers and only after this it goes to the developers?
In current situation it seems like bug finder can assign ticket either to the tester or developer

You currently cannot restrict whom a ticket can be assigned to or the possibility to set the "assigned to" field.
