Notification sent to all member assigned in a project - ignoring default or their settings

Hi.
Redmine sends notification email to all member who is added in a project even if Admin or user "Only for things I watch or I'm involved in".
And Notification settings has duplicated settings in Japanese and English since then too.

Is it a bug or something? Please help.
