how to create project functional modules

Guys,I need to seperate one project to some modules,different modules have different manager,or assignee.
For example,there is a student management project.I want to divide to Account management,Class management and Score management.If I do so，I can file a bug to different module,so that the bug automatically assigned to different manager.
How can I do so?
