No "Assigned To" drop down

Hi,

Can't seem to find a way to include the "Assigned To" drop down for trackers. At an old job, we had Redmine ver. 1.0 configured so that we could Assign an issue back to someone else for testing. Can't remember how this was configured.

Rails version 2.3.14

Mysql version 5.1.52

I also don't see a "Related Issue" field when creating new issues.

Are these two problems bugs or have I just not configured Redmine correctly?
