Why there can always assign issues to 'administrator'

Dear,
If a user's role is administrator,there can always assign issues to him.Even there are more than ONE administrators,it can assign issues to ONE of them,not all of them.
How can I prevent assign issues to administrators?My redmine is 1.2.2

There is a role option labeled "_Issues can be assigned to this role_." Go to Administration | Roles, click on the name of the admin role, and you'll see that option in the top section. Un-checking it will remove users in that role from the Assignee choice list.
Update: I just realized the flaw in my above suggestion: it will prevent the admin from ever being assigned. Never mind.
It would be nice if we could also prevent some requestors (by role) from choosing the assignee. We do that by convention here (most of the time), but there's no way to enforce it.

But it seems that I did not define a role like 'administrator'.Only on the user list or edit user,there is "Administrator" option.So,how to edit 'administrator' role' privileges?
