Allow admin user to see repository content

Hy,
How allow the admin user to see repository content with the interface without add him to project members ?
My version is Debian Squeeze Stable : 1.0.1-2
I have try to edit Redmine.pm and use https:// URI but I don't see any access in LOG.
I have try to use file:// URI (www-data can read it )
I don't see anything in repository tab
It's a restriction of SCM ?
