Non-member watchers not receiving e-mail notification or in the cc list

I am currently confused why some watchers are not receiving e-mails or not in the cc list.

The project is not public and these watchers are non-members.
After I add them as member to the project and re-add as watchers, they are still not seen in the cc list.

This members has roles right to view the issue but nothing else.

As you, I can't understand the non-member watcher mechanism created by http://www.redmine.org/issues/5159.
Can some one please explain to me ? Because when I put some project non member user as a watcher, they don't receive the emails about changes on the issue !

Please apply the patch from http://www.redmine.org/issues/8488.
That works for me.
