Redmine 1.4.5 how to block user from closing issue

Hi all,

I am a new user of redmine.

I created two sub-project under a project container. One is public to let users to create issue and one is private and reserved to developers. Users of the public project have the role of reporters, only. From the role panel I see that reporters can only view issue, add issue, add note and save queries. So I thought that a reporter cannot close his issue but when I tested this feature on an issue I submitted (as reporter user) I could close the issue. Is this the correct behaviour? If so I can let the issue to be closed by a developer only?

Closing an issue is just setting its state to one of the closed states. You may try to change the workflow for the reporters and exclude these closed states from the workflow. This way reporters will not be able to set a closed state of the issues.
