Bundler::GemfileNotFound Error

Hi,
I am trying to install Redmine on cetos 5 with Ruby 2.3.17

I get Bundler::GemfileNotFound Error after I enter the command bundle install --without development test and installation halts

Any ideas?

Are you sure you ran bundle install --without development test from the top Redmine directory (which contains the Gemfile)?
