still files in redmine-files base folder after redmine:attachments:move_to_subdirectories

I run
redmine:attachments:move_to_subdirectories
and
redmine:attachments:prune

but still have not all files below year>month folder structure. Does it mean these files are even not linked by redmine and can be removed manually?
